Abstract

Human resources are the main source on which the quality and results of all managerial structures in the public civil service depend. The effectiveness of the personnel reserve depends on the mechanisms applied in its formation, which will improve the management system of the state, as well as help to improve the quality of the results of public institutions. Mechanisms of formation of the personnel reserve are a key link in the implementation of the goals, functions and objectives of the state apparatus. With their help selection of such personnel, which will propose and implement new approaches in the work of structures of public civil service, is carried out.
