Abstract

This article provides a comprehensive statistical analysis of the financial and economic indicators of the public sector of the Russian economy for the period 2022-2024, based on official data from the Ministry of Finance of the Russian Federation and the Federal State Statistics Service (Rosstat). The study covers the dynamics of federal budget execution, the structure and volume of final consumption, the number and composition of enterprises of various forms of ownership, as well as the output of goods and services by the public sector across the main sectors of the economy.

The analysis has shown that the main driver of the growth in public spending is the increase in funding for public administration and military security (80% of the growth in output of the public sector), reflecting the priorities of state policy in the context of geopolitical tensions. At the same time, a clear trend has been identified towards the redistribution of economic activity in favor of the private sector.

The study confirms that the public sector is undergoing a process of structural transformation, shrinking in quantitative terms while simultaneously strengthening its financial and strategic role in the economy, especially in the areas of defense, security, and social protection of the population.
