The key vector of industrial development is the transition to the concept of "Industry 4.0", the implementation of which in Russia has significant difficulties due to the backward industrial infrastructure of enterprises in most industries. At the same time, the level of preparedness for such a transition may vary from industry to industry. The purpose of the article is to identify preliminary guidelines for the development policy of the oil and gas industry in Russia within the framework of the Industry 4.0 concept. The digital architecture of production systems can be implemented in oil and gas enterprises of all types, regardless of the type of production facilities available. Consequently, "Industry 4.0" can be implemented in completely new industries, as well as gradual modernization of existing industrial enterprises and industries can be carried out. Accelerating digital development can be achieved through appropriate public policies.
