Digital Transformation of Housing and Utilities Management Processes: Opportunities and Barriers for Municipal Administrations (Case Study of the Murom Urban District)

The article examines the digital transformation of housing and utilities (H&U) management at the municipal level, using the Murom urban district as a case study. The aim is to assess the impact of digital tools on management quality and develop recommendations to enhance the effectiveness of digitalization. The study employs theoretical analysis, a case study of digital infrastructure (including the State Information System for Housing and Utilities — GIS H&U, a citizen feedback portal, and an electronic document management system), and a comparative method. Analysis of regulatory acts, budget indicators, and digital service data shows that digitalization is yielding initial results, but a strategic approach is needed to unlock its full potential. The findings will be useful for municipalities and regional authorities in implementing digital transformation programs
